I want to pick Jigsaw because I like the Saw movies more then the Candyman movies, but on characters alone I vote Candyman, he has bees for a chest.

Jigsaw since Saw was the first real horror film series I got into that and he needs some love for a vote and

Candyman. I find him overall more compelling, and I love Tony Todd as the character. And I dig the urban setting/gothic tone of the movies he appears in.

I went with Jigsaw.
Don't get me wrong, I loved Tony Scott as Candyman. But, I thought Tobin Bell has done a terrific job of playing Jigsaw, and has made some of the weaker films watchable.
